A higher risk premium - a key target rate equal to the US rate or slightly higher. Fiscal stimulus via lower taxes but no higher national debt seen over a business cycle. The ECB rate is not a benchmark - Lagarde keeps the currency union together by letting the rates too low. When inflation decreases to 3-4%, one can start thinking about decreasing rates again. However, we are not there at all.
