The benchmark Nikkei fell 14.44 points to 9,140.28. It slipped 0.5 percent on Monday to its lowest close since Sept. 9.
The broader Topix fell 0.1 percent to 802.36. (Reporting by Aiko Hayashi; Editing by Chris Gallagher)
