MELBOURNE, Nov 8 (Reuters) - Australia's Takeovers Panel refused on Monday to intervene to guarantee the independence of Australian builder Leighton Holdings in the event that Spain's ACS buys its parent, Hochtief AG.
Leighton had asked the panel to limit Spanish construction firm ACS's voting rights in the Australian company or else force ACS to buy out Leighton's minority investors. (Reporting by Sonali Paul; Editing by Mark Bendeich)
