WASHINGTON, Dec 10 (Reuters) - U.S. Secretary of State Hillary Clinton said on Thursday initial U.S. talks with North Korea on its nuclear program were "quite positive" but that it remained to be seen if Pyongyang will return to formal talks on the issue.

"For a preliminary meeting it was quite positive," Clinton told reporters after three days of talks in Pyongyang by U.S. envoy to North Korea Stephen Bosworth.

"It does remain to be seen whether and when the North Koreans will return to the six-party talks. But the bottom line is that these were exploratory talks, not negotiations. They were intended to do exactly what they did," Clinton said.
