WASHINGTON, Nov 4 (Reuters) - Talks with China to resolve U.S. concerns over raw material export restraints that raise costs for U.S. producers have failed and the United States will ask for a World Trade Organization panel to review the issue, U.S. trade officials said on Wednesday.
"Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed," Debbie Mesloh, a spokeswoman for the U.S. Trade Representative's office, said in a statement.
