The single currency was off 0.29% at $1.0590 at 06.00 ET. The dollar index was up 0.22% at 101.57.
Alain Juppe ruled himself out of the race. He was touted to replace François Fillon as the conservative candidate.
Fillon is resisting pressure to stand down as he faces a financial scandal involving his family.
Polls suggested Juppe would have made it through the first round of the presidential election but Fillon no.
That enhances the chances of far right candidate Marine Le Pen who is running on a platform to abandon the euro.
