TOKYO, Dec 12 (Reuters) - The dollar fell to a 13-year low against the yen on Friday after U.S. Senate Majority Leader Harry Reid saidSenate negotiators failed to reach a compromise deal to bail out U.S. automakers, effectively killing any chance of congressional action this year.
