The Institute for Supply Management said its index of non-manufacturing activity came in at 57.2, unchanged from November.
Economists had expected a downtick to 56.6.
A reading above 50 indicates sector expansion.
The new orders index rose by 4.6 points to 61.6.
The employment index slowed by 4.4 points to 53.8.
