Am 12. Oktober veröffentlichte die zur französischen Zentralbank gehörende Autorité de Contrôle Prudentiel et de Résolution (ACPR) eine Zusammenfassung ihrer öffentlichen Konsultation zu einem regulatorischen Rahmen für Dezentrale Finanzdienstleistungen (DeFi).
Die öffentliche Konsultation dauerte insgesamt zwei Monate, von April bis Mai 2023, als Reaktion auf das erste Papier, in dem mögliche Regelungen für DeFi in Frankreich diskutiert wurden. Externe Beiträge brachten die ACPR dabei zu überraschenden Erkenntnissen, insbesondere hinsichtlich des strukturellen Fortbestehens der Zentralisierung:
„Die ACPR ist daher der Ansicht, dass der Begriff 'disintermediäre' Finanzdienstleistungen besser geeignet ist als der Begriff 'dezentralisierte' Finanzdienstleistungen.“Das operative Risiko des „paradox hohen Konzentrationsgrads“ bei DeFi betrifft allen voran die physische Infrastruktur, die die Blockchain-Nodes beherbergt und bei der Cloud-Dienstleister eine zentrale Rolle spielen.
