The ECB Thursday left rates and its bond buying program through to March 2017 on hold.
Some analysts were looking for the ECB to announce an extension of quantitative easing.
The ECB lowered its euro-zone growth forecast for 2017 to 1.6% from 1.7%.
The euro and euro-zone bond yields spiked after Draghi’s news conference.
